Reporting to: Team Leader
Job purpose: This position is responsible to:
- In line with the Constitution, contribute to the development of constructive inter-governmental coordination concepts, institutional knowledge management and knowledge sharing.
- Support in the formulation and endorsement of relevant policies, standards and guidelines for the trail-based tourism promotion at PGs & LGs.
- Institutional strengthening and capacity building of PMCU, LGs, TUCCs and other local stakeholders.
- Ensure result-based planning and reporting system.
Duties and Responsibilities
1. Compliance to Policies, Rules/Regulations and Guidelines
- Adhere to policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for TTDP;
- Conflict Sensitive Programme Management at all levels;
- Ensure compliance of all the terms and conditions agreed between Helvetas Nepal and the Swiss Agency for Development and Cooperation SDC.
2. Technical Assistance in Institutional Development and Federalism
- Provide conceptual guidance in the development of project-related policies, tools, methods and procedures at the sub-national level for participatory budgeting, civic consultations and feedback mechanisms and the use of new information technologies etc;
- In line with the Constitution, contributes to the development of constructive inter-governmental coordination concepts, institutional knowledge management and knowledge sharing;
- Establish and collaborative relationships with government agencies at all levels, private sector, civil society, civic leaders and youth;
- Support in the formulation and endorsement of relevant policies, standards and guidelines at subnational and LG levels;
- Identify policy and legal frameworks that support the federalized development of trail-based tourism (TBT).
3. Institutional Strengthening and Capacity Building
- Support PMCU to draft a memorandum of understanding among the Province, LGs and PMISC for the implementation of the project;
- Ensure support/incentives from the MoTFE/LGs in the respective trails to the community members/micro-entrepreneurs/private sector for the promotion of tourism in the selected trails;
- Institutional strengthening and capacity building of PMCU, LGs, TUCCs and other local stakeholders;
- Prepare exit strategy ensuring the institutional arrangement for the suitability of the constructed/rehabilitated trails.
4. Strategic Coordination, Collaboration and Communication
- Develop and maintain strong working relationships with key stakeholders, including relevant government stakeholders, Private sectors and Community people;
- Take the lead in integrating the project into provincial and local government policies and programs;
- In close collaboration with the finance team, ensure the project budget is reflected in LMBIS, PLMBIS, and local funds, while coordinating with relevant counterparts (DoT, MoTFE, LGs);
- Support in documentation and dissemination of knowledge/learnings/reports (e.g. monthly, trimester and semi-annual) in association with other thematic coordinators.
5. Planning and Reporting
- In close collaboration with the PSU team prepare Yearly Plan of Operations (YPO), Annual Progress Report (APR), other reports as required to submit to GoN and donor.
- Support Team Leader in organizing and conducting Project Steering Committee (PSC) meeting, review and planning meetings, joint meeting among donor, PMCU and PMISC.
- Ensure timely reporting of outcomes and outputs from the field team.
6. Other Specific Responsibilities
- Professionally discharge other tasks requested by Team Leader;
- Be proactive in bringing innovations and taking new initiatives into the programme and the organization.
Qualifications and Experience
A master’s degree in public administration, public policy, or political science and minimum of 10 years of practical experience in advising public administrations, executive authorities and implementing governance development programmes/ projects at the sub-national level in Nepal. Minimum 7 years of experience and successful track record in conceptual guidance and development of innovative good governance (transparency, accountability and participation) policies, tools, methods and procedures at the sub-national level – e.g. open government strategies, participatory budgeting, civic consultations and feedback mechanisms, use of new information technologies etc.
Required Competencies:
- Strong understanding of Nepal’s Constitution and existing legislation in respective fields
- Strong understanding of good governance standards, public administration process and public finance management processes
- Demonstrably able to establish good working relations with government officials, civil society, civic leaders, youth and private sector
- Excellent organizational, analytical, oral and written communications skills
