Job Description

Job Purpose

The Database Officer is responsible for designing, developing, managing, and resolving technical issues related to the ENSSURE MIS system. The role also includes developing, planning, and organizing capacity-building support for project staff and training providers, carrying out IT-related tasks assigned by the Country Office, and providing administrative and logistical support to the project as required.


Roles and Responsibilities

1. Compliance with Policies, Guidelines, and Manuals

  • Adhere to the relevant policies, procedures, regulations, and guidelines of HELVETAS Swiss Intercooperation Nepal, including Personnel, Financial, and Administrative policies; Security Response Guide; Gender Equality and Social Inclusion (GESI) Guide; Policy against Sexual Harassment and Mobbing; and the Code of Conduct against Corruption.
  • Comply with applicable policies and rules of the Government of Nepal and the Swiss Agency for Development and Cooperation (SDC).
  • Contribute to Conflict Sensitive Programme Management at all levels

2. Management of ENSSURE MIS System (45%)

  • Develop, maintain, and update the ENSSURE MIS system.
  • Compile qualitative and quantitative data during proposal assessments and generate required reports.
  • Ensure timely and accurate entry of qualitative, quantitative, and financial data.
  • Provide technical support to training providers for effective database management and operations.

3. Capacity Development Support to ENSSURE and Training Providers (45%)

  • Ensure smooth operation of the IT system at ENSSURE.
  • Provide desktop publishing support as required.
  • Support in generating maps, designing materials, and contributing to reports and publications.
  • Build the capacity of ENSSURE staff in IT applications recommended by the organization.
  • Lead the development and provide technical support to maintain the ENSSURE website.
  • Provide day-to-day IT support and troubleshooting of hardware/software issues to all staff (onsite and remote).
  • Support the development of learning materials, including audio/video editing and content uploads for ENSSURE.

4. IT-Related Tasks Assigned by HELVETAS Country Office (10%)

  • Collaborate with the Country Office to ensure smooth operation of assigned IT systems.
  • User administration related to Office 365 ecosystem.
  • Assist in managing the HELVETAS Nepal website as required.

5. Other Assigned Responsibilities

  • Undertake other special tasks assigned by the supervisor.
  • Support team members in managing service proposals.
  • Provide assistance during periods of high workload as directed.
  • Support the knowledge management team during the reporting period.

Required Qualifications, Skills, and Competencies

A. Education

  • Bachelor’s degree in information technology, Computer Science, Engineering, or a closely related field. 

B. Professional Experience

  • Minimum 3 years of experience in IT and database management systems.
  • Proficiency in open-source languages and other web and scripting languages.
  • Knowledge of computer networking and server management.
  • Strong knowledge of office software applications and troubleshooting.
  • Working knowledge of Power BI or other business intelligence tools.
