Job Description

Reporting to: Country Director

Job purpose: This position is responsible to:

  • Provide strategic direction to the project team to accomplish project objectives and targets as stipulated in the project document and logical framework;
  • Lead coordination with relevant governmental entities to facilitate intergovernmental collaboration and efficient public finance management with federal, provincial and local governments for project implementation;
  • Provide strategic vision on private sector engagement and digitalization for public employment services supporting social and economic reintegration of returnee migrant workers;
  • Provide technical assistance to the Government of Nepal and private sector engagement for sustainability and scalability of ReMi activities;
  • Effective human resource management, efficient project finance and administration management and stakeholder management;
  • Maintain excellent working relation and communication with the government and non-government stakeholders and with donor.

Key Responsibilities:

1. Compliance to policies, rules/regulations and guidelines

  • Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for ReMi;
  • Ensure Conflict Sensitive Programme Management at all levels;
  • Ensure compliance of all the terms and conditions agreed between HELVETAS Swiss Intercooperation Nepal and the donor.

2.  Overall Project Management

  • Provide strategic vision and inputs on public employment services, digitalization, and private sector engagement for social and economic reintegration of returnee migrant workers, and for a strengthened system, including technical assistance to the Government of Nepal and private sector engagement for sustainability and scalability of ReMi initiatives;
  • Lead coordination with project partners and stakeholders including Ministry of Labour Employment and Social Security (MoLESS), respective line ministries and participating local governments, donors, and implementing partners for project steering and implementation;
  • Direct supervision and guidance of the project support unit based in Lalitpur, as well as Provincial project support units;
  • Manage partnerships with ReMi implementing partners, backstoppers and other consultants, including identifying needs, facilitating procurement of services and  following up during implementation;
  • Facilitate the process of developing Yearly Plan of Operations (YPO), Outcome Monitoring Summary (OMS), effective monitoring and timely and quality periodic reports, in line with ReMi monitoring, evaluation and learning (MEL) plan;
  • Ensure that the federal and provincial steering committee meetings are conducted in timely manner with key decisions recorded and actions points followed to achieve project’s outputs and outcomes;
  • Organize quarterly, semi-annual and annual review and planning meetings, as required;
  • Ensure timely monitoring of project activities through regular field visits, interactions with staff, partners, and stakeholders;
  • Timely supervision and guidance to the team members; ensure results orientation of the entire team;
  • Oversees project visibility, knowledge management and communications, in line with Helvetas and SDC visibility guidelines;
  • Ensure adherence of good governance practices in planning, implementation and monitoring of project activities.

3. Coordination, Partnerships Management & Representation

  • Lead coordination with relevant governmental entities at three levels to facilitate intergovernmental collaboration and efficient public finance management with federal, provincial and local governments for project implementation;
  • Facilitate the transfer of knowledge by conducting orientation workshops for officials involved in project implementation and organize review workshops to discuss work plans, physical and financial progress and identify problems and constraints that have a negative effect on project implementation;
  • Provide leadership and guidance for close cooperation and harmonized approach with relevant SDC projects, particularly ENSSURE and SAMI programmes for joint strategies on private sector engagement, institutionalization and digitalization efforts of the project;
  • Coordinate and collaborate with key stakeholders and implementing agencies on topics of Digital Nepal Framework 2.0 (i.e. World Bank, ADB), Public Employment Services framework (i.e. ILO), and reintegration (i.e. K-HaMi, KOICA, JICA, etc) to ensure REMI initiatives are aligned to national priorities;
  • Ensure collaborative approach with all related Helvetas Nepal projects to ensure learning and exchange of best practices;
  • Collaboration with Helvetas headquarters and advisory services to facilitate shared experiences, learnings to explore emerging trends and opportunities on public employment services, digitalization, migration and reintegration;
  • Manage all complementary initiatives to REMI is holistic and complementary manner, including partnerships with ReMi implementing partners, backstoppers and other consultants, including coordination, identifying needs, facilitating procurement of services and  follow up during implementation;
  • Actively exchange within the migration, reintegration, private sector engagement (i.e. business development, financial inclusion and TVET sector) in Nepal and internationally to identify areas for synergy, learning and collaboration;
  • Work closely with international and national experts in developing relevant procedures and guidelines, engage with policy makers in devising necessary changes; Support SDC in  related policy dialogue;
  • Maintain good communication, exchange and working relationships with key partners, donor and Country Office to keep them regularly informed about working progress;
  • Represent the project in the capacity of Team Leader in relevant seminars, meetings, workshops at different levels.

4. Administration, Financial Management

  • Overall responsible for project’s finance and administration management as per HELVETAS Swiss Intercooperation Nepal’s and donor’s requirement;
  • Provide guidance to Finance Manager on public finance management to manage funds transferred to GoN spending units in the ‘fund manager’ role of ReMi;
  • Ensure developing annual project budget, timely review, analyse and accommodate necessary revisions;
  • Overall responsible for quality and effectiveness of internal and external audits;
  • Ensure a fair, inclusive and equitable working environment within the project;
  • Provide coaching and mentoring to project staff and other relevant personnel to strengthen their skills and job performance;
  • Provide capacity development measures for PSU team members working at all levels.

5. Human Resource Management/Development

  • Take leadership in the project staff management and ensure a fair, inclusive and equitable working environment within the project. Promote a diverse workforce in the project team;
  • Ensure regular assessment of staff and partners' development needs, coach and capacitate them for effective execution;
  • Provide coaching and mentoring to project staff and other relevant personnel to strengthen their skills and job performance;
  • Plan and implement capacity building activities for the project and stakeholders relevant staff members.

6. Other Specific Responsibilities

  • Professionally discharge other tasks assigned by the Country Director;
  • Be proactive in bringing innovation and taking new initiatives into the project and the organization.

Job Requirements

A. Minimum Education Attainment: Master’s degree in Social Sciences, Economics, Development Studies or in relevant discipline

B. Minimum Professional Experience: Minimum of 10 years’ experience in project management with demonstrated achievement of results/outcomes, of which at least 3 years’ experience in leading a multidisciplinary team  in a similar position for externally financed projects. Having experience in governance, institution/system building, private sector engagement, employment/migration, and/or digitalization initiatives will be an added value.

C. Required Competencies:

  • Experience of working closely with three tiers of government in a federalized context, including providing technical assistance to local, province and federal government partners while facilitating policy advocacy and public finance management;
  • Strong social and networking skills to link and collaborate with diverse actors, including government agencies, national/international development partners, donor agencies, the private sector, and civil society;
  • Proven track record in complex projects focused on institution and systems building.
  • Demonstrated experience in private sector engagement (PSE), financial management, and TVET (Technical and Vocational Education and Training) linkages;
  • Commitment towards gender equality, social inclusion and poverty reduction; and sensitivity towards migrant workers and their families;
  • Strong experience in the full project life cycle, specifically outcome/results-based implementation;
  • Strong communication, negotiation, and facilitation skills;
  • Ability to act as a motivator, team player, mentor, and coach;
  • Excellent analytical, conceptual, and programmatic competencies;
  • High-level reporting and writing skills with the ability to produce quality professional program documents;
  • Fluency in English (both written and oral) is essential;
  • High proficiency in office application software and general computer skills.
