Job Purpose
The Monitoring and Technical Specialist will provide advanced technical and implementation‑focused support to the Province Government and Local Governments in planning, implementing, monitoring, and sustaining strategic partnership service delivery projects supported under PSP. The role emphasizes field‑based monitoring, technical backstopping, regulatory compliance, and operational strengthening of key provincial initiatives, including the Integrated Emergency Response Center (IERC) and Integrated Municipal Solid Waste Management (IMSWM) projects. The position will act as a technical extension of the Province Government/ Ministry of Physical Infrastructure and Development (MoPID), supporting Local Governments to ensure smooth implementation, compliance, learning, and sustainability of strategic projects.
Major Duties and Responsibilities
1. Technical support to implement PSP supported Strategic Partnership Project
Provide technical and implementation backstopping to strategic partnership projects, including the Integrated Emergency Response Center (IER Center) and Integrated Municipal Solid Waste Management (IMSWM) initiatives.
- Support provincial ministries and local governments in the effective execution of approved project designs, operational plans, and service delivery models.
- Strengthen implementation modalities, institutional arrangements, and coordination mechanisms between Province Government, MoPID, and Local Governments to ensure smooth project delivery.
- Provide continuous technical backstopping to Local Governments to support effective operation, maintenance, and service quality of strategic projects.
- Act as a technical liaison between Province Government, MoPID, and Local Governments to identify, troubleshoot, and resolve implementation, coordination, and operational challenges.
- Support inter‑municipal coordination for strategic projects involving multiple Local Governments, ensuring consistency in service standards and operational approaches.
2. Regulatory Compliance and Capacity Development
- Assist Province Government and Local Governments in ensuring compliance with the National Building Code (NBC) and other applicable regulatory and safety standards relevant to strategic partnership projects.
- Support planning and delivery of NBC training and periodic refresher capacity development programs for Local Governments on behalf of the Province Government / MoPID.
- Provide ongoing technical guidance to enhance regulatory compliance, safety measures, and service delivery standards across project sites.
- Support preparation, dissemination, and practical use of operational manuals, Standard Operating Procedures (SOPs), and compliance checklists to strengthen institutional adherence and sustainability of strategic projects.
3. Monitoring, Coordination
- Conduct regular field visits and on‑site monitoring of strategic partnership projects.
- Provide hands‑on technical support during site visits to address implementation and operational issues.
- Support joint monitoring visits involving Province Government and Local Governments.
- Prepare concise monitoring updates and report key findings, progress, and risks to the Deputy Team Leader.
- Coordinate closely with sectoral ministry, Local Governments, service providers, to ensure effective project implementation.
- Support Province Government in maintaining strong institutional oversight of strategic partnership projects.
- Support organization of learning exchanges, experience sharing sessions, and exposure/lesson‑learning visits.
- Facilitate visits to strategic project sites for LGs, PG officials, donors and other stakeholders to promote replication and scaling of successful models.
4. Compliance to policies, regulations and guidelines
- Ensure effective integration of Gender Equality and Social Inclusion (GESI), good governance, and conflict-sensitive programming in all programme interventions.
- Adhere to policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for organisational and donors’ visibility and communications guidelines.
- Compliance with the applicable Government of Nepal (GoN) and Swiss Agency for Development and Cooperation (SDC) policies as agreed in the agreement.
Job Requirements
Minimum Educational and Professional Experience
- Master's degree in Engineering, Urban Planning, Infrastructure Development, or in related field. Master’s degree along with a Bachelor’s degree in Civil Engineering will be preferred.
- Minimum 5 years of progressive experience in infrastructure development, municipal services, service delivery projects, or public sector programme implementation.
- Proven experience working with Local Governments and/or Provincial Governments in Nepal.
Required Competencies
- Strong understanding of municipal and provincial infrastructure service delivery systems
- Demonstrated experience in project implementation backstopping and site‑based problem solving.
- Knowledge of regulatory compliance, including NBC and sector‑specific standards.
- Practical experience supporting implementation, operation, or compliance of infrastructure or service delivery projects.
- Ability to facilitate learning exchanges and stakeholder coordination.
- Strong team player with excellent interpersonal and networking skills.
- Commitment to gender equality, inclusion, transparency, and accountability.
- Fluency in Nepali and functional working proficiency in English.
- Willingness to travel frequently to project sites across the province.
