Job Description

Coach/Mentor:             Provincial Program Manager

Key learning objectives: The trainee will gain first-hand knowledge of a professional working environment and acquire skills in the field of migration and development. The trainee will learn about the different phases of migration, as well as the related challenges and prospects. Under the overall guidance and supervision of the Provincial Program Manager, the trainee will have the opportunity to learn about the dynamics of the labour migration sector, project/program cycle management, the Migration Resource Centres (MRCs), Employment Skills and Entrepreneurship Centres (ESEC), federal state building and the role of the three spheres of government and their linkages to the migration sector.

Learning areas

1. Project management and implementation

  • Participate in workshops, dialogues, and trainings on migration/reintegration and foreign employment;
  • Support on program monitoring, review, and reporting;
  • Engage/support to program-related research and evaluation;
  • Support to enhance the program quality of the Migration Resource Center;
  • Support in organizing consultations, workshops, etc., drafting letters and minutes;
  • Support in the development of Information, Education, and Communication (IEC) materials and social media content;
  • Understand the employment and migration governance-related issues and contribute to the SaMi program; and
  • Learn and follow the Conflict-Sensitive Programme Management at all levels.

  2. Federal state-building, planning, and budgeting

  • Support in data management of program components, including migration/ reintegration profile and safer migration/ reintegration guidelines;
  • Provide support in organizing consultation meetings, inter-government coordination meetings, and workshops, etc., and drafting letters and minutes;
  • Understand the role of different governments (Federal, Provincial, and Local) on employment and migration governance and associated issues, and contribute to the SaMi program;
  • Engage and learn by participating in programs on migration related services organized by Local Governments, and
  • Support the program team in coordination with the relevant stakeholders as required.

3. Data Management and Reporting

  • Understand and support data management, data collection, and document best practices;
  • Learn and support in documenting case studies, best practices, program photos, and videos under the program;
  • Support in monitoring of project components based on the monitoring checklist.    

4. Others

  • Act proactively in performing the aforesaid tasks;
  • Provide support in other tasks as required and requested; and
  • Have a learning attitude and expand your knowledge and experience in safer migration ecosystems.

5. Compliance with policies, rules/regulations, and guidelines

  • Adhere to relevant policies, procedures, regulations, and guidelines of HELVETAS Swiss Intercooperation (Personnel, Financial, Administrative policies; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption, etc.) and other specific policies applicable; and
  • Compliance with the GoN and SDC policies and approaches as relevant and required.

Eligibility Criteria and Competencies

A. Eligibility Criteria: 

  • Bachelor’s degree in the field of social science, humanities, public administration, education, law, health, or any other relevant field.
  • Fresh graduate with no prior job experience. Completion of a bachelor's degree within two years while applying for the position.
  • Willingness to undertake extensive field travel within and outside the province.
  • Commitment towards gender equality, social inclusion, poverty reduction, and sensitivity towards migrant workers and their families.
  • Proactive and a keen learning attitude and a sense of responsibility.
  • Woman/man from Dalit, Janajati, Madhesi/Terai caste/ethnicity, ethnic and religious minorities, discriminated Newar castes.

B. Competencies Required:

  • Knowledge of labor migration and reintegration of Nepali migrant workers.
  • Willingness and interest in travel to project field locations (70%) within the provinces, and other provinces as well.
  • Eagerness and self-initiation to learn and develop a career in the migration sector.
  • Basic understanding of the functioning of local government and federalism principles and the political context.
  • Reliable, sincere, and having a positive attitude.
  • Excellent time management, task prioritization skills, and result orientation.
  • Polite with good interpersonal and intercultural competencies.
  • Good English & Nepali skills (oral, written, and typing); knowledge of local languages is an advantage.
  • Good facilitation and communication skills, including the ability to represent and interact effectively with different stakeholders.
  • Good team player and effective communicator.

Additional Information

Duration:  1 year (12 months) with a fixed duration.
